Tokyo’s new-building solar rules are targeted, not a blanket requirement on every existing home
Tokyo’s Building Environment Reporting System took effect in April 2025. The metropolitan government explains that qualifying large home builders and other specified suppliers must meet requirements for smaller new buildings, including renewable-energy equipment such as solar PV, energy-efficiency performance and EV-charging provisions. Existing buildings are not brought into that specific new-home obligation simply because they are in Tokyo.

Roof area and system efficiency matter
Dense housing and limited usable roof space can make module dimensions and efficiency especially important. The correct design should still check shading, structural constraints, inverter MPPT windows, household demand and the local interconnection route rather than simply choosing the highest-wattage panel.
Storage can serve resilience as well as bill management
Tokyo programmes also support high-performance housing, storage and related technologies. Battery value depends on the exact tariff, backup goals, usable capacity, inverter power and how much solar surplus the property can realistically create.

- Confirm whether the project falls under the new-building reporting framework
- Check current metropolitan and national support programmes
- Verify Japanese electrical/product versions and support channels
- Size battery power as well as energy capacity
- Keep earthquake, weather and mounting requirements in the installation scope
