The proposed threshold would move upward
The Clean Energy Regulator said the Australian Government intends to expand Small-scale Renewable Energy Scheme eligibility to onsite solar PV systems between 100 kW and 1 MW installed from 1 October 2026, subject to the necessary regulations being in place.
How the certificate route would change
Under the proposed arrangements, eligible systems in that size range could create small-scale technology certificates. Previously, systems above 100 kW were handled through large-scale generation certificates. Existing accredited large-scale systems would remain under their current arrangements.
Implementation details still matter
The regulator says additional design, installation and compliance requirements are being considered and that further commencement and eligibility guidance will be published. Melnti therefore records this as a developing policy change, not a final project-specific entitlement.
