The 60A model is not just a bigger 40A controller
The verified specifications show a different system-voltage range and much larger PV-power envelope. That can change the whole array and battery-bank architecture.

40A is often enough for smaller 12V/24V systems
For a system that already fits within the 40A model’s voltage and PV-power limits, moving to a 60A controller does not automatically improve solar production. The array, battery bank and wiring must justify the larger controller.
60A opens higher-voltage battery-bank designs
The Rover 60A supports 12V, 24V, 36V and 48V architectures and much more PV power at higher battery voltages. That flexibility can be useful for larger stationary systems, but it also increases the importance of correct string design and DC protection.
